They are no in position to turn down hard currency


North Korea has received a new round of economic sanctions every time they conduct a nuclear weapons test. It obviously has not stopped their nuclear program, but they are reportedly feeling the loss.

Tourists, however, can bring in cash money that can be redirected to the government/military, laundered, and who knows what else? So they actually do have a structured tourism program and encourage visitors.

Basically no one should ever visit North Korea for any reason. I'm not blaming Otto Warmbier. He was a young guy and may not have fully appreciated the second and third order effects of contributing valuable cash to the North Korean economy. It's just a very sad story.
