While I see your point, GoT is a very low-magic fantasy realm


This isn't like Harry Potter where people do their dishes with magic, or Lord of the Rings where a wizard showed up to throw magical fireworks for a birthday party. The GoT world, while a world of fantasy, is one where the fantastic is very rare. Your average person in that world lives their whole life without seeing anything magical happen. That is why no one believes the white walkers are real.

An important part of any kind of fantasy or sci-fi storytelling is to set your boundaries. Those genres will break the laws of biology and physics with regularity, but you still need to establish what is and isn't possible. In GRRM's world, he as established that magic is real, but it is rare and most don't believe in it much. With those boundaries set, people not freaking out when they see a dragon is inconsistent with the rules of the world.
