While that's possible, there are flaws that have always bugged me
The biggest being: So what if Tony saw it coming? What was he going to do? He was alone, no security, in a booth, with his family. He couldn't have done a thing if someone had come in the front door and headed straight for him. So all the effort to make it seem like he didn't see it coming is just director wanking. I have always liked the callback to past discussions about never seeing it coming, but Tony not seeing it coming could have happened a million ways besides the diner scene.
Also there were many people who might have taken out Tony. Patsy hiring someone seems like a stretch for Patsy. Tony's allies would want to know who did it, and it likely wouldn't take long for them to find out Patsy paid for it. Patsy would know this. So maybe it was Patsy, maybe not. It doesn't matter, really.
Finally, why have all the shots focused on specific individuals/groups at the diner? Some of the shots were not things Tony saw, they were things we saw. So was Chase just screwing with us?
This may well be the ending Chase meant. I don't know why he made it so opaque. There was also the issue of whether any of Tony's family might have been taken out. There were rules among mafia, I know, but they weren't always followed and maybe the guy was a bad shot. Another thread left unanswered.
