The only problem with going the football-only route
is additional NCAA bylaws may need to be revised which may or may not require the support of DII and DIII. For example DI has a bylaw that says a DII or DIII school cannot play DI football and I think DI basketball. If a school wants to play those sports at the DI level, then it must move up to DI. It came about because for a period of time DI schools were dropping down to DII or DIII to participate in sports as a way to reduce cost. The NCAA felt the DI schools had a "competitive" advantage even if they didn't dominate the DII/DIII conference.
Do the G5s have enough interest to justify having 3 football subdivisions? If the P4s want their own subdivision, then should the G5s and FCS combine? I don't believe the P4s will be able to continue with the status quo because they will need to give the G5s "access" to Playoffs even if it is only in perception for legal reasons. I don't think the P5s will reduce down to the P4s if the Playoffs isn't changed to champions only or the CCGs aren't incorporated as the Quarterfinals.
