I wouldn't say that is the only problem

Here in NOVA it isn't uncommon to see a car in the lane that is going to end to speed up to get in front of cars that are already ahead of them in the lane that is continuing after the merger. Instead of trying to merge in behind cars that are already in front of them and in front of cars they are already ahead of. I have even seen cars that weren't able to complete the pass continue on even though there is no lane or it has turned into a turn lane before forcing their way over into the lane which typically means any cars already in that space slamming on their breaks to avoid an accident.

I try to do the zipper method as much as possible and give cars ahead of me in the lane that is ending plenty of space to merger over without slowing down traffic. However, when you have plenty of idiots who try to "cut in line," then it can undermine any effort to get more people to use the zipper method.
