I rarely see someone wait in the lane that is ending near the merge point

If I do see someone doing that, then I slow down long enough to let them merge. More often I see cars speed up, sometimes as much as 10-15 mph over the speed limit, as they get closer to the merge point to try to pass cars already ahead of them instead of merging in behind them. Also, I have noticed during rush hour it is difficult to leave the proper spacing, as the article suggests, so it isn't uncommon to see multiple cars tapping their breaks through the merge point. Maybe there are more drivers out there with a "me first" attitude which probably doesn't help address the problem. Honestly, I am kinda surprised there aren't more accidents at the merge points.
