Sound strange Thermostat is low voltage. The surge is from the wall panel


to the breakers at your heat pump. They're there so the unit can be serviced without getting into the house.

While there may be a short, it will have nothing to do with the thermostat. If the outside breakers break, there is a surge that pops the breakers.

OTOH, why would the larger amp breakers blow? Seems like if anything, they'd stay closed. Maybe the wires are now getting overheated between the panel and the heat pump breakers.
