It started out to trick the phone companies on the location of the caller. Long distance calls between states are less expensive than thise made within a state. People tried to arbitrage others with certain scenarios. Then the marketing people figured this out as a means to hide the caller identification so people would curiously answer. Now nonody answers and it just ties up the telephone networks.

My favorite is the computer repair guy.
