I can only guess that the players & coaches on the sideline go out to the

Players on the field to allow the guys playing to grab a rest. You don’t want the guys playing to be running back & forth. Plus, you want more than just the 11 guys playing out there so if there are any substitutions the opposing team doesn’t know it until the last second.
