You might be thinking of the Unified Team


In both the '92 Summer and Winter games, some? most? all? of the various former Soviet republics competed under the moniker, the "Unified Team". When the next round of Olympic games came about (Winter 94, Summer 96) all of the member nations had, by then, become individually affiliated national teams.

This was related to the fall of the Soviet Union in December of 91, not a doping scandal.
