Sure the ACC would if not enough schools support adding


a football-only member over requiring Notre Dame to join as a full member. From a PR standpoint it doesn't make sense for a conference to add a football-only member while it has a member participate as an Independent in football.

Hence why I mention the WVU, full member, and non-football member scenario. If the ACC adds WVU and another full member, then a 20-game schedule cannot be cleanly arranged for 17 members.
