Project is certainly justified. It was justified 35 years ago. It should

have been completed at least 25 years ago. The Commonwealth's foot dragging on this area's bottlenecks are simply inexcusable. We have more than our share of bottlenecks here, since you can't get from Point A to Point B in Hampton Roads without crossing a body of water SOMEWHERE.
