Why they didn't build a Verrazano Bridge sized bridge from Norfolk to Hampton, I don't know. They built the tunnel before I was born. Maybe it has to do with the soft ground? We don't have the bedrock accessibility they have in NYC. Or maybe the Navy objected to having such a large structure overlooking the Atlantic Fleet's largest and most important base? Dan also has a point with respect to blocking the channel. I can't imagine the Navy would be too pleased about being bottled up because the enemy figured out how to blow up a bridge.

As for the bridges we do have, which are almost all draw bridges, the crossings are simply too narrow for building anything larger.
