If he wants to go forward, best plan would be to tell his friend that


he cannot get involved, but that he should reach out to HR to ask them if there are any opportunities. He should then tell HR that he has a nonsolicit and should not be involved in the recruiting/interviewing process, and should not be asked for info about the candidate. All of this is best done in writing, of course.
