The county contrated this? Souds like Duke or Teco would have done this. If

it was the county call the county administrator you will more than likely have better luck than going after the contractor, let the county go after the contractor (and they will). My dad was a City manager and/or County Administrator for 40 years. If you have other questions let me know and ill ask him
