Did they embellish the $20/gas story, or did it never happen at all?

From this sentence, not entirely clear what the crime is. Did they know the homeless guy before-hand, and create the whole story? Or did the gas situation really happen, and *then* they began to conspire with homeless guy?

Investigators say the three deliberately prevented donors for their GoFundMe campaign from gaining information "that would affect their judgment about solicited contribution to that fundraising effort."
