Unless there is competitive advantages why stay in a high cost area?


All that does is drive up labor costs. For the vast majority of non-manufacturing STEM jobs you can be located anywhere and do there work with use of web based tools. All that is really needed is skilled employees and a decent internet provider. Smaller cities in the interior US give you low physical overhead and lower cost of living for employees while still having good quality of life.
