There are a couple of bills that would address this in General Assembly


House Bill 1618 (http://lis.virginia.gov/cgi-bin/legp604.exe?ses=191&typ=bil&val=hb1618)

Senate Bill 1237 (http://lis.virginia.gov/cgi-bin/legp604.exe?ses=191&typ=bil&val=sb1237)

Both still in committee, although the Senate Bill was on the agenda for Finance Committee this morning. Both have emergency clauses, which would enable them to apply for 2018 tax year if they passed, as I understand it.
