but I understand your reluctance to send your teenage daughter to NYC where she'll have minimal supervision outside of the regularly scheduled activities.

One thing I would do is to download maps of where she'll stay and and where she'll practice, so she knows exactly where she's going. I would also download the subway maps, so she knows what lines to take. I would have her download both of those to her smartphone so she'll always have it with her. Learn how the streets and avenues are numbered, so if she's somewhere that's unfamiliar, she can find her way back by following the streets back. (We use similar type numbering system on ships...lol) I would set out what she needs to know, and test her on it before she leaves home.

How much time has she spent in a large city? If you can't take a quick trip to NYC, it might be good to visit other urban areas so she can become a little more comfortable recognizing possible unsafe people & areas.

Teach her a few other things about life in the city, such as never pulling her wallet out in public. Keeping her head on a swivel. Maintaining the "buddy system," which is basically leaving and returning in a group. If her group walks into a restaurant, make sure everyone is accounted for when they walk out, all the way until they get back to their dorm. Never leave anyone in your group behind because they many not be able to find their way back. There's also safety in groups.

Its a very big exciting world out there, and a few simple steps can reduce the danger and anxiety.
