Probably a combination of diverse people from around the world (DC / NOVA)

that don't know how to just freakin drive on US roads.

Combine that with what seems like newer people not so accustomed to driving in the US driving uber stupid cautious due to unfamiliarity or as to not get pulled over by Police (may affect african american population some ? -- they may have a good reason though, warranted or not ).

Combine that with anywhere where there is high traffic and always congested roads, (especially towards DC and Beltway), which just magnifies all bad driving and makes people lose their patience much quicker...
