If the bylaws are not changed, then it won't be 4 divisions of 4.

It will remain 2 divisions of 8. Where we may disagree is whether the 8 schools and their fans will embrace the idea of rotating between the 2 divisions every 2 years. I say "may" because honestly I am on the fence about how they will react to it. However, I can say that if VT ended up being 1 of those 8 schools, then I can say I would strongly dislike it. Maybe even enough to where I would cutback on the number of VT football games I watch during the season (which is all of them) and watch something else instead.

The only other place where we may disagree is whether or not a power conference would opt to use rotating quads/pods. I do think it is possible a power conference could decide to continue using permanent divisions and just increase the number of conference games to 9 or maybe even 10 (if the regular season is expanded to 13 or 14 games). If the ACC decides to continue using permanent divisions, then it probably won't realign the divisions even though it should swap VT for either BC or Syracuse.
