It is possible that section of I-95 uses the shoulder as a temporary lane


during rush hour. I am not as familiar with I-95, but I know parts of I-66 does going both ways between Fairfax and DC. If the truck driver isn't familiar with that stretch of I-95, then it is likely he/she didn't know the truck was stopped on a temporary lane and to make sure the flashers were turned on. At least not all truck drivers will turn on their flashers when pulled off onto the shoulder.

The driver in the car may have been lawfully using the shoulder during rush hour. At least that could explain the car going at a high rate of speed on the shoulder. Either the driver was distracted (i.e. cellphone, another vehicle, radio, etc) or it might have been foggy/sunny which made it difficult to see there was stopped truck in the lane in time.

I know there was talk about putting lane indicators strategically above I-66 and I-95 to let drivers know when a lane is closed ahead due to construction or an accident. I am not sure how far VDOT has gotten with that project or how the warning would work with temporary lanes.
