I see people use accel and decel lanes as passing lanes all the time, even

when heavy traffic causes the main lanes to crawl, and especially then. People will pull from the right lane into the acceleration lane, past few cars and wedge their way back into slow traffic.
This sounds like it was just south of the Lorton Road entrance ramp so my guess is either that, or somebody coming on to 95 tried to pass a few more cars before merging and ran into the truck.
