Easy if you know how to use an ohm meter to check continuity


As you suggested it’s almost certainly one of the thermal fuses or the heating element itself. I bought a thermal fuse kit for our Kenmore dryer last month for around $9 after confirming one of them had an open circuit at room temp. I’ve replaced the element itself, before, too - that one was visually obvious with the coiled wire that heats up being in two pieces. All of it’s pretty easy to get to - lot of videos on line.
