Legal options for 18yr old kicked out of home? (inside)

Backstory - My kid has a friend who is 18 - we'll call the friend Betty.
Betty lives with her mom. Parents divorced years ago - dad is useless and not in the picture.
This weekend mom destroyed all of Betty's electronics (phone, laptop) and her glasses, hit her and kicked her out of the house. She literally left with nothing but just what she was wearing. Betty is now living with a boyfriend. Betty didn't call the police.

And no Betty is not a punk kid sponging off her mom. She is going to community college but doesn't have a job right now. Mom has always been wacko. Not sure if it is mental or drugs. All of Bettys friends have urged her in the past to leave but Betty's whole life has been with her crazy mom; so as messed up as it is that is the only world she knows. We've known about the verbal abuse and suspected physically abuse but this is the first time we've heard about physical abuse.

Betty has no clothes and no drivers license. Ideally she needs to retrieve some items from her home. But since 18 and not paying rent can she legally get back into her house? Would the police mediate that?

Long term (assuming she doesn't go back home) how could she get health insurance. Medicaid?

Thanks
