And if you are sending in your ballot by dropping off at a Consular post


overseas, your ballot just has to be date stamped by election day by the Embassy or Consulate. They then ship it by diplomatic pouch to the U.S. so that it can get to the county you're registered in, so in theory, you could have absentee ballots arriving to the county a week or more after election day.
