I mean if one candidate is already ahead by more votes than there are


remaining then it seems pretty easy to declare them the winner. Of course most of the time the person is listed as the "projected" winner. As far as the primaries go, even if someone is declared the "winner" they don't get all the delegates necessarily... thus the need to wait for all the votes to come in before you can completely divide up them up.
