An underground economy will start & certain businesses will openly defy orders.

Just wait until evictions start.

People need to work. Easiest place to resume is reopen all medicine. They already take more precautions than most with masks, gloves, etc.

Nail & hair salons — they can try & move chairs or block off areas, but at least give it a try.

Biggest issue is going to be bars & restaurants....but the smart ones will figure something out.
