It's the arguing over the course to take that is the issue.
Which goes back to exactly how big of a problem do you think it is (whether "it" is climate change or a virus).
If you think it is the virtual destruction of the planet, then no cost is too high. If you think it is a disruption to way of life, but one that can be managed, then the cost of the countermeasures becomes the central issue.
And when we start talking about what something costs, we are no longer really debating people's safety. We are debating about power and who gets it. Because that's what humans do.
