N95s are effective, but only work if you are clean shaven and
they are fitted properly to create a seal around the edges. I've seen a lot of people wearing them over a beard, the obviously wrong size, or with loose straps that allow gaps at the edges, which turns that nice N95 into nothing more than a visual barrier.
Surgical masks are somewhat effective for protecting the wearer, but mostly function to contain any virus particles they might be exhaling to protect other people nearby.
