The WAC and ACC wouldn't be in different situations when it comes

to who ends up in which quad and the impact the quads has on existing rivalries.

As I said before UVA, UNC, VT, or any other ACC school may not have the money to pay the cancellation fee to an opponent. If the ACC decides to switch to pods, then it won't give the schools years (at least 5) to make adjustments to their OOC schedule. If anything, Year 1 of the new scheduling format will probably be the same amount of time as what Michigan gave VT when it decided to cancel the home-home series.

Depending on the terms of the various contracts, the cancellation fee could be at least $500K or even $1 million. Even Year 2 under the new scheduling format could still come with a hefty fee. So there is the potential that the Commonwealth Cup (or any other ACC rivalry) could be on hiatus for 2 years because VT and/or UVA wasn't able to cancel an OOC opponent on short notice in order to make room on the schedule to play the other one as an OOC game. This is one of the downsides to scheduling OOC games 10+ years in advance because it reduces a school's flexibility to make changes on short notice.
