Well, looking more closely, they actually do it your way, with a caveat


Looking at the reports, it looks like it is tied to time as you prefer in the "Watch/Warning Graphic", but the set of times they show changes based on the time of the report with greater resolution/more dots earlier on. They issue a forecast every 3 hours at 2, 5, 8, and 11.

Essentially, they show 3 days at 12 hour resolution then 2 days at 24 hours.

2 and 8 show 6 hours later, then 12, 12, 12, 12, 12, 24, 24.
5 and 11 show 9 hours (I think) later, then 12, 12, 12, 12, 12, 24, 24.

So 2 reports use 8's, then 2 reports use 2's.

It seems the case of the Hampton Roads Fear Mongering is just a case of the hurricane slowing down to the point that the projection has it showing up close to the same point 6 hours later around the same time the algorithm switched which set of times to show.
