VDOT has a section for cultural resources in the Environmental Division

Both Central Office and each district office. The route through Woodbridge might have been today's U.S. Route 1. Don't know if VDHR [Historic Resources] would have any information.
[EDIT] From the city descriptions, I'd assume routes 1 and 17.
