I am not a big fan of regulation, but in the energy sector

with limited resources it is needed. What you describe is only part of the problem with the deregulation and the effort to drive down prices. They are paying about 20% less than the rest of the country, but in this instance the lowest price is not, and should not, be the only criteria.
