Technically, they're just following a tried-and-true business model
Sell a thing that seems like it should be expensive at a loss. Then sell the consumables required to operate the thing at a significant profit.
Cheap coffee maker, expensive filters.
Cheap razor, expensive replacement blades.
Cheap printer, expensive ink.
