China is starting to make some changes

From anecdotes I've heard, they've literally gone from not giving two shirts about the environment to flatly shutting down heavy polluters within the last two years.

Europe (at least western Europe) is already ahead of the US, but they had a heck of a head start due to relying heavily on nuclear power and having an overall mass-transit infrastructure vs. our automotive infrastructure.

Not sure about India, SE Asia, or Russia. But definitely not much of a difference we can make in the US if they aren't on board.
