Name a public institution that has made it mandatory

I think some colleges have for the fall, but these kids live in very close quarters and without it, they will spread it and close down, just like they all did last year. You can't stop college kids from partying and disobeying lockdown orders. It's not viable not to require it.they don't want to have to go virtual again.

We are trying to get rid of them damn disease, after all.
