All conferences need to bring in schools which will increase the payout....

...for it's member schools. Bringing in deadwood is detrimental to a conference. Deadwood schools suck money away from ones doing most of the work.

Conferences aren't going to bring in a school just to increase the number of schools. They want schools which at the very least, will bring in enough additional money to pay for themselves.
