And I'd guess it's 12, not 10


Big 12 requires supermajority of 75% of the "disinterested parties". If there is language anything like that in the ACC bylaws, then anyone who has been talking to other conferences wouldn't even be in the calculus for voting. Following the Maryland mess (negotiating with the B1G while at the same time voting on ACC issues), having that kind of language in the bylaws wouldn't surprise me at all.
