One word: Severity
You're right, and this has been known for at least a couple of months: Vaxxed people can get it and transmit it. But the severity of having it if vaxxed is almost always far less. Hence, less impact to people and work flow. Now, should everyone who is in the office be tested (vs. only unvaxxed?)? Yes, IMO, because of what you say. At my company, we are only requiring unvaxxed to wear masks and be tested, which makes no sense based on the science. It's a punitive thing, or a weak attempt to push the unvaxxed into getting vaxxed. It's not science.
