while addressing both current needs and future needs. You just have to smart and creative on how you approach the issue. For example, instead of building the East Stands the way it is now, VT could have turned Lane into a bowl so the seats around the field are all the same height as the West Stands. By doing that VT wouldn't have to worry about additional costs to bring structures up to code because Lane Stadium would have already been 1 structure. Plus, by doing it that way, then any future expansion would cost less because the foundation was already in place.

What JMU decided to do with Bridgeforth Stadium is the perfect example of what I am talking about. Right now Bridgeforth has a current capacity of 20K or so, but it can be easily increased to the mid-40Ks (I think around 46K) at any point in the future. I know for a fact that JMU had budget constraints when it decided to implement Phase I of the stadium expansion. JMU found a way to make it work, so why couldn't VT do the same things over the years?
