The tuition structure is a state responsibility for state universities


The state of North Carolina approved the law that allowed the state system to charge in state fees for student athletes. In Virginia, the Commonwealth policies is that state public university's prime mission is education, not athletics.

In Virginia, no matter what party, does not approve of 1) any state funds being used for athletic activities. That would include the state, partitioning a certain fees for out of state students (for athletics). Scholarships for student athletes are a non-appropriated activity that must be funded by non-government funding. However, schools can use their non-government resources to ensure the athletic dept is not burdened to the high out of state charges state colleges assess. HOWEVER, I dont believe any state public university is doing that. (its a huge burden for most universities).
