That isn't true


I like the tier approach so that something flagrant can be punished harder. But I would say the flagrant cases are in the minority. The majority of targeting calls I see are players being caught in a bad body position in an extremely fast sequence of events. I said it is easy to say keep your head up, but if we are honest most tackles are not perfect form tackles. The defender gets blocked or has a bad angle and has to dive or lean or stretch. The head is out in front on those athletic plays. I do not support a rule that is intending to make something safer but is only a CYA and isn't actually lessening the frequency of the unsafe act.
