There's a similar problem out there with GPS and a company called Ligado


They bought spectrum they have (generally) not been allowed to use because it'd cause interference in bands GPS receivers expected to remain clear but had no legal reason to expect it. Far more complicated than that, but a chunk of it is the same: cheap/bad filters expecting adjacent bands to go unused/same lower use in the future despite there being no guarantee of that.

It's like building a window on the side of your house, then demanding that your neighbor who has the right to build there not ruin your view.
