Per the linked page, I called the number below. Had to wait on hold for about 50 minutes but the person I finally talked to was very helpful and clear about next steps.

In retrospect I think I got to a point after calling in, and navigating the menu, that I was listening to a recorded FAQ and just started saying "Speak with a representative" over and over until it recognized that and flipped me over to being on hold, to speak with a representative!
