but it's pretty much true that Penn State doesn't have any heated football and men's basketball rivalry in the Big 10.
Maryland is very easy to dislike and they share the Mason-Dixon Line with them. Maryland has thousands of Penn State alumni in their state. Lots of Marylanders attend Penn State every year. When I lived in Maryland, Penn State usually got the top spot on local ABC stations (if Maryland wasn't playing at that time) before local cable started showing 20 games per day. In Maryland, the top Power 5 fan bases are Maryland, Penn State, Virginia Tech, and West Virginia.
IMHO, the ACC would create more heated rivalries by adding Penn State and WVU. The ACC "higher ups" don't want WVU and Penn State appears to be solidly behind the Big 10. PSU does extremely well in the sports the Big 10 dominates, wrestling and women's volleyball. The Big 10 offers PSU athletics financial security with their TV deals. Plus PSU depends on the states of New Jersey and Maryland for its out-of-state undergraduate enrollment. Having Rutgers and UMCP in their conference helps.
