But other than that, TV, the little 8, and the Big 2 have very differing short-term and long-term interests.

The TV networks get nothing from expansion and will actively fight it and a proportional fees increase. Unless TV goes all in with a proportional increase in fees, the small schools have little to gain from expansion in the long-term. And OU & UT are likely more interested in their inevitable departure from their partnership with the little 8 and have no interest in delaying that departure or diluting their power in the partnership.

But the little 8 do potentially buy some time and get a little richer if they can convince the Big 2 and TV that they want to expand - and maybe get the Big 2 to extend the GOR (not likely) and/or get TV to offer them a bribe not to expand (quite likely). And OU & UT don't look like 800lb gorillas trying to hasten the demise of the Big12 if they pretend to not be an impediment to the expansion it's TV partners don't want and the Little 8 don't want unless TV totally capitulates. And until either the Little 8 or Big 2 bends, TV is sitting mostly on the sidelines (although it has leaked its position on the issue and actions it might take).

The end result is what appears to be dysfunction to sportswriters who view the issue like a..sportswriter, but in reality is a whole bunch of business poker playing in the hope somebody eventually bends.
