Eastern Time Zone games are most definitely higher rated.

I don't know if that means over rated, but definitely higher rated by television. It is very pronounced. And the networks have the PAC12 locked into prime time Pacific Time Zone games killing their ratings but providing something for the networks (FOX and ESPN) to show during that time slot. The PAC12 is paid more to be out of sight out of mind. I don't think it would be wise for Texas to want that.

I agree totally with regional rivalries. It's why I advocate for West Virginia and Connecticut for the ACC. I would only want Texas in a multi-school deal bringing the ACC to twenty and giving Texas regional rivals in the deal. They are not a fit by themselves for the ACC. They could work for the SEC by themselves, but I'm not sure they want that.
