CBS doesn't broadcast if for free


Their local affiliates are the ones that broadcast it for free after paying CBS big money for the affiliation.

The fee is probably some way that CBS can reimburse the local affiliate for each subscriber to its service since that subscriber isn't seeing local commercials that pay the bills.
