Is it operational at all?


Does it collect surface water anywhere thru yard inlet? Does water flow thru it during rain? If it's not used at all, file plans with City to pump his "own" storm line full of grout to stabilize it, if belongs to them - or is connected to city system he'll find out real quick.

Above is partly TIC, but might get attention. Real answer is to check property survey/deed, should be an easement if it belongs to City. Another idea is pipes can be scoped with a camera to see where it goes.
